The break down:
10 packets of seeds=$2
3 bags of potting soil=$3
2 newspapers=$3
Recycled egg cartons=$0
Total: $8!

Walgreens has a great deal this week on vegetable and flower seeds with the in-ad coupon. The coupon makes each packet 20 cents. The limit is 10 packets, so you should be able to get a nice variety for $2!
